Pay-As-You-Throw Program

As part of the effort and long-term goal to preserve the life of the landfill through waste reduction methods, the city is updating its Pay-As-You-Throw (PAYT) Program at the Solid Waste Facility (landfill and recycling). Updates and additional features were presented to City Council on June 7, 2023.
Customized City Trash Bags
15 and 30-gallon customized purple trash bags are available for purchase at the local retailers listed below. (The list will be updated as additional retail locations are established). These trash bags are manufactured with up to 70% of recycled content. Thirty-gallon bags will be sold in rolls of 5, and 15-gallon bags will be sold in rolls of 10. Regardless of size, each roll will cost $10, and the cost of the bags will include disposal fees. Punch cards will not be needed to dispose of these bags. Pre-paid trash bags are currently an option for all users. However, beginning January 1, 2024, they will become the required method of payment for non-Lebanon residents to dispose of bagged waste. Punch Cards
- Lebanon Residents - The use of customized purple trash bags is a second option in our PAYT Program. Punch cards will continue to be an option for the foreseeable future, but as of January 1, 2024, they will no longer be sold at City Hall. They will continue to be sold at local retailers.
- Non-Lebanon Residents - Punch cards will only be able to be used to dispose of bagged waste until December 31, 2023. Beginning January 1, 2024, non-Lebanon residents who bring waste directly to the landfill will be required to dispose of bagged waste in customized purple trash bags available at local retailers.
Credit Cards Required
Beginning January 1, 2024, credit cards will be the required form of payment for all users to dispose of all non-bagged, itemized, and/or scale-weighed bulky waste. Residential loads will no longer be estimated for weight and will be required to be weighed by use of the scales. This will streamline operations at the scale house. Use of credit cards is available now.
Solid Waste Permits
Residential users in all communities will be required to have an updated permit obtained through the new online EB2gov platform, costing $5. Permits will be required to be updated on an annual basis. Applications for updated permits will open in September 2023 (the actual date to be announced). *Residents with permits expiring between September and December 2023 should use the new online platform for renewal. It is advised that all users apply for their permits as soon as the online application is available, regardless of the expiration date. Effective January 1, 2024, only EB2gov permits will be valid, streamlining internal processes and increasing efficiency.
*All Residential Solid Waste Permits set to expire in August/early September have been updated within our existing software to expire on September 15, 2023. This has been done in an effort to reduce confusion for users and allow time for the new EB2gov platform to be completed and opened for public use.
Smaller-Load Haulers
For all smaller-load haulers (disposing of less than 1,000 lbs a week and/or making fewer than 8 visits a month), a commercial account and permit will be required. You must have your account and permit in place by January 1, 2024. Beginning January 1, 2024, disposal transactions must be paid for via credit card on a per visit basis.

Prepaid bags are available at the below retail locations. When shopping, rather than buying your typical garbage bag, you will purchase these specially branded bags to be used at the Lebanon Solid Waste Facility. Once your bags are purchased, you will not need to pay any additional fees at the landfill. The price of the prepaid bags includes your disposal fee.

The changes in the new payment system fall into three categories: safety, accessibility, and time management.
Time Management: The world is changing, and so is the way we manage our waste. The Lebanon Solid Waste Division/Facility has not been immune to some of those changes. Since Covid, our facility sees twice as many residents as before the pandemic. This has impacted the staff’s ability to complete all necessary tasks. Staffing levels have also been challenging. The new system will make our verification process more efficient, reducing customer wait times and staff time.
Safety: Since the Covid pandemic, our safety precautions have changed. Finding an alternative to the current system that reduces staff involvement with residential customers by reducing direct customer interaction and allowing staff and customers to maintain safe distances is critical.
Accessibility: As stated above, bags will be available in many locations throughout the Upper Valley, such as grocery stores, convenience stores, and local retailers. These locations are already being visited for regular shopping. Although the full list of locations has not yet been finalized, convenience and accessibility are high priorities that have been identified as important issues to address by our customers. Purchasing bags in regularly visited stores reduces the number of stops needed to pay for disposal services.
